The Centers for Disease Control and Prevention (CDCP) / National Institute for Occupational Safety and Health (NIOSH) / Division of Applied Research and Technology (DART)) intends to award a sole source firm fixed price Purchase Order to Schmitt Consulting Services, Inc. dba ViAcoustics of Austin, Texas, to obtain updates and revisions to the Audiometric Research Tool (ART), Words-In-Noise (WIN) and calibration software received from the National Health and Nutrition Examination Survey (NHANES) field staff. These updates / revisions include simplifying selection menus for ART and WIN test protocol configuration files.

 

ViAcoustics is uniquely suited for this project , they are the original developers of NIOSH's computer-based Audiometric System utilizing their ART software. These qualifications and experiences are necessary to complete the specific tasks of updates / revisions:


Task 1: Develop a feature in the ART/WIN applications that will set a digital line on the PXI-6220 68 pin interface to a high or low 5V TTL logic signal based on whether insert or headphone type transducers are selected in the configuration file.
Task 2: Develop a feature in the Audiometric Research Tool (ART) application that will determine rather the calibration software runs minimized during normal calibration checks or maximized for diagnostic and debugging purposes.
Task 3: Develop feature additions to the Words In Noise (WIN) application will (a) allow the user to override pre-assigned headphone configuration settings, (b) display only filenames rather than the full to simplify configuration selection menus, and (c) conduct calibration using A-weighted sound levels rather than linear sound levels.
Task 4: Develop a feature in the WIN application that will separate the second scoring audio files into separate WAV files for each level and each ear.
Task 5: Develop a feature in the ART application that will allow Talk Forward and Talk Back features, similar to those currently in WIN, when ART is not presenting stimulus signals.


This Procurement is for Commercial Services as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


Award resulting from this solicitation is subject to the availabiltiy of funds.
