PRE-SOLICITATION NOTICE Project No. 556-15-002: Upgrade Facility Elevators at Capt. James A. Lovell Federal Health Care Center, North Chicago, IL.

In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. This construction project is set-aside for Service-Disabled-Veteran-Owned-Small-Business (SDVOSBs).

Work is to be completed within 540 calendar days of receipt of a Notice to Proceed.

The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Great Lakes Acquisition Center (GLAC/NCO12) requires Contractor(s) to provide all resources, labor, personnel, equipment, tools, materials, vehicles, transportation, and supervision necessary and required to perform the work associated with project 556-15-002 Upgrade Facility Elevators. All services related to the Statement of Work (SOW) shall meet local, state, federal, VA, ADA, NFPA, life safety codes and directives.

ITEM I, GENERAL CONSTRUCTION: Work includes general construction, alterations, elevator component replacement, and necessary removal of existing structures and construction and certain other items.
ITEM II, ELECTRICAL WORK: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project.
ITEM III, MECHANICAL WORK: Work includes all labor, material, equipment and supervision to perform the required mechanical construction work on this project.
ITEM IV, HVAC WORK: Work includes all labor, material, equipment and supervision to perform the required HVAC work on this project.
ITEM V, CCTV WORK: Work includes all labor, material, equipment and supervision to perform the required CCTV work on this project.

Building 135 work associated with Elevators P13 and S14.
Building 133CA work associated with Elevator S1.
Building 133CA work associated with Elevators P1, P2 and P3.
Building 133 work associated with Elevators P7, P8 and S9.
Building 134 work associated with Elevators P10, P11 and S12.
Building 1 work associated with Elevator P18.

The solicitation will be issued on/about March 3, 2017 with the bid opening on/about April 3, 2017. The bidder is responsible to monitor and download any amendments from FedBizOpps.gov which may be issued to this solicitation.

There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package.

The construction magnitude range is between $2,000,000 and $5,000,000.

The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Industrial Building Construction).

The Small Business Administration (SBA) size determination for the procurement is $36.5 million.

In accordance with VAAR 819.7003 (b), SDVOSB firms must be verified in the VIP database (www.vip.vetbiz.gov) or hold a Re-verification symbol listed next to the firm s name (this symbol indicates that the firm is undergoing the re-verification process at CVE), prior to award of contract.

This notice is for informational purposes only and is not a request for submission of offers. No other information regarding Scope, Dates, etc. will be provided until issuance of the solicitation on http://www.fbo.gov. Any future amendments and other documents will be available electronically for download at the following URL: http://www.fbo.gov.
No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check the fedbizopps.gov website for any changes to the solicitation.

Interested bidders should complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov and shall be verified in the VETBIZ Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
