SOURCES SOUGHT: The VA Medical Center, White River Junction, VT has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for construction of Acute Mental Health Unit Upgrades, Project Number 405-17-102 to include schematic design development, construction documents, cost estimates, construction period services and site visits to accomplish limited renovations and patient safety upgrades of the mental health inpatient ward in building 31. This is not a Request for Proposal; this is a Sources Sought document only for use in determining possible SDVOSB or VOSB set aside.
The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete design to construct of an Underground Utility Replacement and if such businesses are interested in this procurement. The NAICS code is 541330 and the small business size standard is $14 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to edward.roy@va.gov.
The following information is requested in response to this notice:
Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541330.
A positive statement of your intention to submit a qualifications package in response to this notice.
Evidence of your experience in A/E Services for a complete design of a package for construction of Acute Mental Health Unit Upgrades with a minimum of one (1) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). The estimated magnitude of construction costs for this project ranges between $500,000.00 and $1,000,000.00.
Proof of professional liability insurance required to cover this project.
Evidence your firm is within a 200 mile radius of the White River Junction VA Medical Center located at 163 Veterans Drive, White River Junction, VT 05001.
All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. PROJECT INFORMATION: Provide professional Architect/Engineer Services for a package for construction of Underground Utility Replacement to include, but not limited to site investigations; analysis; design; preparation of specifications and drawings; preparations of cost estimates; construction period services; preparation of as-built record drawings; site visits during construction; safety, industrial hygiene, fire safety and environmental management (GEMS) services; and project management and inspection services. Renovate portions of the existing Mental Health inpatient ward and adjacent spaces in B 31 to conform with applicable standards and safety measures for a locked mental health ward including: Rearrangement of offices and other spaces as required to meet the intent of staff, at a minimum two public restrooms, laundry room, padded seclusion room with attached bathroom may be dislocated and need to be reprogrammed within the current footprint. Modifications to Nurses station, day room and dining area, replacement of exterior windows modification/replacement of patient doors, ceilings, walls and flooring, affected electrical (power, lighting, etc.) systems, mechanical systems (plumbing, HVAC, etc.), and modifications of existing patient bathrooms.
