This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and no other written solicitation will be issued. This solicitation is being issued as a Request for Quotation (RFQ).The RFQ clauses and provisions are those in effect through Federal Acquisition Circular 2005-95.
The government intends to make one or more awards for one or more items. The award(s) will be Firm Fixed Priced Purchase Orders, FOB destination 1 Chelsea Street, New London, CT.
The NAICS code for this requirement is 541990.

Source selection will be based on a Low Price, Technically Acceptable (LPTA) basis. Offerors should submit a brief Technical Submission, not to exceed five (5) pages, addressing each of the Technical Evaluation Criteria in the SOW separately for both CLIN 0001 and CLIN 0002. The Technical Evaluation will be conducted for each CLIN individually. Responses to each of the Technical Evaluation criteria will be rated either ACCEPTABLE or UNACCEPTABLE. In order to be determined ACCEPTABLE overall for a CLIN, technical submissions must be rated ACCEPTABLE for ALL of the Technical Evaluation criteria for that CLIN.

Offerors should describe the technical specifications individually for both CLIN 0001 and CLIN 0002, and address how the contractors meet the technical requirements for each CLIN listed in the SOW.
2. Past Performance
Offerors should provide telephone and e-mail contact information for three references for which they have performed similar work to that in the SOW. References will be contacted and asked to rate the quality of the offeror's work on an ACCEPTABLE/UNACCEPTABLE basis.

Offerors should provide independent firm fixed price, FOB Destination quotes, for each of the two CLINS.
The Government reserves the right make an award for only one of the items listed in this RFQ, or to make an award to one or more contractors for one or more items.
