The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a sole source five year (base with 4 options) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with Firm-Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost Reimbursement provisions to Hydroid, Inc., Pocassett, MA. The North American Industry Classification System (NAICS) Code for this acquisition is 334511.  The Small Business Size Standard is 1,250 Employees. The resulting contract will cover procurement of upgrade payload modules, including expendable acoustic markers and expendable data transfer devices (DTDs) for the Increment II payload upgrade to MK18 Mod 2 Unmanned Undersea Vehicles (UUVs). In addition, the contract shall cover engineering services for performing technical analysis, test and evaluation, software and hardware modifications, preparation of engineering drawings, hardware and software configuration control, installation of upgrades, and training.

NUWCDIVNPT intends to purchase the following items on a Firm Fixed Price basis:

CLIN 0001: MK 18 Mod 2 Increment II Payload Modules & Expendables, Quantity: 62.

CLIN 0002: Shipping for CLIN 0001 (If applicable and separately priced).

CLIN 0003: DATA for CLIN 0001 (Not separately priced).

NUWCDIVNPT intends to purchase the following items on a Cost-Plus Fixed Fee basis:

CLIN 0004: Engineering Services

CLIN 0005: DATA for CLIN 0004 (Not separately priced).

NUWCDIVNPT intends to purchase the following items on a Cost basis:

CLIN 0006: ODCs in support of CLIN 0004.

In accordance with FAR 6.302-1(a), for contracts involving the continued development of a system or highly specialized equipment, including major components thereof, or the continued provision of highly specialized services, such property or services may be deemed to be available only from the original source and may be procured through other than competitive procedures. Hydroid is the only source capable of providing the hardware and engineering services needed to maintain and upgrade the operational capability of existing REMUS vehicles, REMUS upgrade systems, and ancillary support equipment. Hydroid owns all rights to REMUS hardware design information, control system source code, manufacturing and servicing for the open market.

The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. All responses received by the Government within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.
