The Transportation Security Administration (TSA) intends to negotiate a sole source contract with Idemia (formerly MorphoTrust, LLC (MT)), 296 Concord Rd Suite #300 Billerica, MA 018213 in accordance with FAR 6.302-1, for the continuation of Enrollment Services required by Transportation Security Administration (TSA), Office of Intelligence and Analysis (OIA), Program Management Division (PMD) and Office of Contracting and Procurement (OCP). Accordingly, the TSA intends to enter into a sole source (bridge) contract for Universal Enrollment Services (UES) on the basis of other than full and open competition. This bridge contract will replace the current competitively awarded UES Contract #HSTS02-17-C-OIA095, which expires on September 04, 2018.


The purpose of this contract is to accomplish the following:


(1) The continuation of operation of enrollment centers across the United States (US) and US territories, and the enrollment/issuance systems, sub-processes, and Help Desk functions, which also could include security requirements needing immediate implementation. Services also include applicant pre-enrollment, appointment scheduling, identity document verification and scanning, fraudulent document scanning and scoring, applicant fingerprint and photo capture, card management and activation, card transfer, technical help desk and call center services for applicants and stakeholders, coordination with Port stakeholders, mobile enrollment, Authorized Non-Public enrollment option, and on-site fee collection with remittance back to TSA.


(2) Continued performance of the above consistent with fulfillment of the TSA transportation sector populations (e.g. Hazardous Materials Endorsement (HME) Threat Assessment Program (HTAP), Transportation Worker Identification Credential (TWIC), Alien Flight Student Program (AFSP)) and other populations (i.e. TSA Pre✓® Application Program, etc.) that are managed by OIA's Program Management Division (PMD). A bridge contract will also allow the Government to competitively solicit, negotiate, and award a new contract vehicle that will provide sufficient time for the new awardee to undergo an orderly transition to ensure minimum disruption to vital Government business.


It is anticipated that the new contract vehicle will not be able to assume full operations until the 2nd quarter of FY19. TSA anticipates the period of performance for this sole-source contract could be up to 24 months. This sole source (bridge) contract will be put in place at the expiration of the current contract, #HSTS02-17-C-OIA095, which would require a start date of September 05, 2018.

Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within 30 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
