The State intends to secure a contract for a Universal Card Program to purchase gasoline, and minor
maintenance and repairs at retail locations. Also, the State intends to secure delivery of bulk fuel under a
consignment purchase arrangement to all of the State's automated fueling sites. The State of Tennessee
requires that the Universal Card will have pay-at-the-pump functionality, and widespread acceptance
throughout the State and nationwide.
Retail fuel purchases will be made directly from retail outlets, and will primarily include unleaded regular,
unleaded plus, and unleaded premium. In addition, fuel will be available at State owned fueling facilities.
The contractor must provide card readers that allow the purchase of fuel products using the same card as
used for retail outlets.

Non-mandatory pre-proposal conference 05/18/2010.
