(i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

(ii) Solicitation number 285-19-RFP-0009 applies, and is issued as a Request for Proposal (RFP).


(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.


(iv) This requirement is a total Small Business set-aside and the associated NAICS is 541990 with small business size standard of $15M.


Non-Small Indian Owned Business offerors will not be considered for the award.

(vi) This firm-fixed-price contract support requirement is to: (a) identify facts relating to IHS's policies and procedures regarding the reporting of allegations of sexual abuse of IHS patients by clinical staff; (b) identify any possible process or system failures and the contributing causes of any such process or system failures; and (c) make recommendations for improvement. See the attached Additional Terms and Conditions - Section C, for further details.


(vii) Delivery and acceptance terms for this order is FOB Destination.


(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Oct 2018) applies to this acquisition.


(ix) 52.212-2, Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical Capability; 2) Management Approach & Key Personnel; 3) Relevant Past Performance; and 4) Price. Technical Factors, when combined, are more important than price. All non-price factors are of equal importance. See the attached Additional Terms and Conditions - Section L & M, for details.


(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Oct 2018), with its offer. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.


(xi) FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Oct 2018) applies to this acquisition. The following addendum applies: only electronical invoicing will be accepted.
