The Naval Air Warfare Center Training Systems Division (NAWCTSD), Procurement Department, at Orlando, FL, announces the intention to procure for the Naval Air Systems Command (NAVAIRSYSCOM), PMA205, the Technical Upgrade and completion of the USMC (ADVTE).
ADVTE is the Marine Corps Aviation's currently implemented solution that provides integrated and networked training. ADVTE, as a persistent and integrated system-of-systems solution, currently has the capability to network various Type/Model/Series (T/M/S) Marine Corps Aviation Training System (MC ATS) training devices located across Second (2D) and Third (3D) Marine Aircraft Wing (MAW) locations for the purposes of conducting multi-site, multi T/M/S simulated networked training missions to maintain proficiency and enhance aircrew readiness.

The current ADVTE baseline, delivered in March, 2013, serves and provides the capability to connect multiple MC ATS training devices together at the following locations: Marine Corps Air Station (MCAS) Camp Pendleton, CA; MCAS Miramar, CA; MCAS Yuma, AZ; Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, CA; Marine Corps Base (MCB) Camp Lejeune, NC; MCAS Cherry Point, NC; MCAS New River, NC; MCAS Beaufort, SC. Veraxx Engineering Corp delivered the current ADVTE baseline. ADVTE in its current configuration was procured on a Delivery Order under a single awardee indefinite delivery indefinite quantity (IDIQ) contract that was competitively awarded to Veraxx.
The March 2013, "as delivered" configuration of ADVTE is now becoming dated and equipment obsolescence issues affecting stable operations are driving the technical upgrade requirement of the currently fielded baseline ADVTE equipment. Additionally adding ADVTE capability at First (1st) and Fourth (4th ) MAW locations is required to complete Marine Corps Aviation's vision for a persistent and fully integrated aviation training system that supports virtual and constructive simulation-based training, which can also evolve to add "live" players into mission training events.
The anticipated contract action described herein includes: 1) the technological upgrade of the currently fielded ADVTE equipment, and 2): Implementation of ADVTE at additional locations to include 1st and 4th MAW locations such as MCAS Futenma, JA; MCAS Iwakuni, JA; MCAS Kaneohe Bay, HI; Potential 4th MAW locations include Joint Reserve Base (JRB) Fort Worth, TX; Joint Base McGuire-Dix-Lakehurst, NJ; other locations to be determined that will establish an initial ADVTE access/point-of-presence or Network Exercise Control Center capability . Overall, this effort is considered to be a compressive update and completion effort intended to modernize existing equipment and complete the ADVTE build out.
