Building 81 UPS Battery Replacements

(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.

(ii) Solicitation number NB194000-19-00850 "Uninterruptible Power Supply Battery Replacements" is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.

(iv) This is a set aside for small business competition and In Accordance with (IAW) Federal Acquisition Regulation (FAR) Part 8.405-1(c) and is under North American Industry Classification System code 335911 with a small business size standard of 1250 Employees.

(v) Brand Name or Equal Specifications: In accordance with Federal Acquisition Regulation (FAR) 52.211-6 -- Brand Name or Equal (Aug 1999).

CLIN 0001: EATON Battery Model: PWHR12500W4FR, the descriptions reflect the salient characteristics that will satisfy the Government's needs. Contractor is required to deliver and install 240 Uninterruptible Power Supply (UPS) Batteries that meet the following specifications:
• Battery: 500 Watts
• Voltage: 12
• Lead Acid Type: High Rate
• Capacity: 155AH
• Chemistry: Lead Acid
• Flame Retardant: True
• Lead Acid Design: AGM
• Product Category: Sealed Lead Acid
• Terminal Type: M6 Insert, C, Insert Terminal
• Torque: 3.9 - 5.4Nm / 34.5 - 47.8 in-lbs

(vi) NIST Boulder has a requirement to establish a single contract for the replacement of UPS (Uninterrupted Power Supply) Batteries in Building 81 of the NIST Boulder Campus. See the attached Statement of Work for additional information.

(vii) Work will be on the NIST Boulder, Colorado campus. The period of performance for the requirement is 60 days. The SOW provides additional information.

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial, and the attached addendum, applies to this acquisition.

(ix) The provision at 52.212-2, Evaluation-Commercial Items, as modified in the attached, applies to this acquisition.

(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Offerors shall have an active registration at www.SAM.Gov to be considered for award.
Offerors must have NAICS code 335911 listed, and be a small business, under 52.219-1(c) of the Representations and Certifications.

(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition as noted in the attached.

(xiii) Additional contract requirement(s) or terms and conditions necessary for this acquisition are included in the attached (Attachment II).

(xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition.

(xv) Offers are due Friday, March 1, 2019, at 12:00pm Mountain Time (MT). Offers shall be emailed to matthew.loudis@nist.gov.

(xvi) Offerors must submit all questions concerning this solicitation in writing electronically to matthew.loudis@nist.gov. Questions must be received no later than February 22, 2019 at 12:00pm MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
