THIS NOTICE SEEKS INFORMATION ON COMMERCIAL OFF THE SHELF ITEMS.

 INTRODUCTION:

The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing Uniform Renting and Laundering Services for the Exercise Support Division (ESD) aboard Marine Air Ground Task Force Training Center (MAGTFTC)/Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California.

The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research this requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. 

 REQUIRED CAPABILITIES:

This acquisition will acquire a uniform rental service to provide 11 sets of uniforms (one shirt + one pant = 1 set) and two cold weather jackets for 183 individuals with a base year plus 4 option year period of performance.   The Contactor shall provide all resources (labor and materials) to perform the service described.

This service will include uniform rental with emblems and name embroidery, fitting services, weekly pick up of soiled uniforms, professional cleaning, damage inspection, minor uniform mending and weekly delivery of clean uniforms.  The Contractor shall replace lost, damaged, and/or unserviceable uniforms.

Please note, principal laundering services for jackets are seasonal in nature during the periods of October to March.  Estimated maximum laundering requirment will be approvximately 30 weeks.

SPECIFICATIONS:

Shirts (two types): All shirts are to be button down; 60%-70% polyester/40%-30% cotton, lined collar with stays and two button-thru pockets, short and long sleeve; and/or 100% cotton, lined collar with stays and two button-thru pockets, short and long sleeve. 

Pants (two types):  60%-70% polyester/40%-30% cotton, slack style, front pockets and two hip pockets with left button closure; and/or 100% cotton, slack style, front pockets and two hip pockets with left button closure.

Cold Weather Jacket: Insulated, 65% polyester/35% cotton poplin with pre-cured durable press finish.  Soil resistant and moisture wicking, finished in a two piece lined collar with sew-in stays, fully lined sleeves cuffs, 2 button thru pockets and seven button front with stitched down facing, bar-tacked at stress points.

ELIGIBILITY

The applicable NAICS code for this requirement is 812332, Industrial Launderers, with a PSC code of S209, Laundry and Drycleaning Services.  The SBA size standard for this NAICS Code is $41.5 million.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release. Your capabilities statement must provide evidence of being able to supply all items identified above.  Any qualified and interested companies responding to this announcement must be able to support all areas.  No partial support responses from industry will be accepted. 

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, April McNellie, in Portable Document Format (PDF), via email april.mcnellie@usmc.mil  no later than 11:00 a.m. PST on 18 October 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

After review of the information above, if your organization has the potential capacity to provide the required products/services, please provide the following information:


1.  The organization's name, address, primary points of contact (POCs) and their email address, web site address, telephone number, and type of ownership for the organization must be provided.  Also include, the organization's Commercial and Government Entity (CAGE) code and size status under NAICS 812332 (size standard $41.5M).

 
2.  A tailored capability statement addressing the requirements of this notice with appropriate documentation supporting claims of your firm's capability to meet our technical requirements must be provided.


Additionally, the submission should outline what vehicles can be utilized to obtain the items provided in this Sources Sought such as GSA (provide schedule), or any other existing contract vehicle.  If applicable, propose a more appropriate NAICS code and/or PSC and include your rationale on why it would be more appropriate.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
