Uniform Contract
THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for actual bid or proposal solicitation. A solicitation will not be issued at this time. The Department of Veterans Affairs, Phoenix VA Health Care System (PHOVAHCS) has a requirement for Uniform clothing. The intent of the procurement is to award a firm-fixed price contract.
To maintain the standard of the Department of the Laundry Service at the Phoenix VA Health Care System (PHOVAHCS) they are requesting the purchase of Uniform clothing of various styles, fabric type and color. The uniform material must include but are not limited to shirts, pants, scrubs, jackets, lab coats, belts and caps with embroidery and/ or silk screen print to uniform tops, jackets, caps, coats, scrubs, etc. Option to purchase items hemmed or unhemmed. All materials provided will minimize back order and non- partial deliveries. All items purchased shall be delivered within 3 weeks of contract award deliveries and/ or on continuous basis after initial purchase.

The applicable NAICS code is 812320 Dry cleaning and Laundry Services (except Coin-Operated). Small Business manufacturers for this NAICS code have a size standard of $5.5 employees.B The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included.
It is anticipated that a Request for Quotes will be issued in May 4, 2017. Award of a firm fixed price contract is contemplated by May 10, 2017.
This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition.
It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum:
(1) Company name and address, point of contact with phone number, and DUNS number;
(2) Documentation relating to capability of performance;
(3) Intentions of subcontracting program to include set-asides if applicable;
(4) Proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation and
(5) Any other pertinent company documentation.
The response date to this Sources Sought notice is May 3rd, 2017 at 10:00 pm EST. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate. STATEMENT OF WORK (SOW)
Uniforms
PURPOSE
The vendor will provide uniforms/ clothing of various styles, fabric type and color. The uniform material must include but are not limited to shirts, pants, scrubs, jackets, lab coats, belts and caps with embroidery and/ or silk screen print to uniform tops, jackets, caps, coats, scrubs, etc. Option to purchase items hemmed or unhemmed. All materials provided will minimize back order and non- partial deliveries. All items purchased shall be delivered within 3 weeks of contract award deliveries and/ or on continuous basis after initial purchase.
Note: This is an initial solicitation and does not include procurement for caps, scrub uniforms or services for silk screen. Vendor must be able to provide uniform types and services mentioned for future procurement.
REQUIREMENT
Uniform items will be exact match to quantities and part numbers listed in attachment A.
All lab coats will be in compliance with OSHA and Infection Control standards under Blood born Pathogen standard section (d)(3)(i), (d)(3)(ii) and (d)(3)(xi)
Provide flame resistant clothing to be UL- Certified under:
NFPA 2112 and
Meet NFPA 70E Requirements.
Services: Vendor will provide embroidery to uniforms in accordance to picture, description, measurements and location in Appendix B.
DELIVERABLES
The vendor shall provide uniforms and services listed in Attachment A and B for Department of Veteran Affairs at 650 E. Indian School Road Phoenix AZ 85012 for an Indefinite delivery, indefinite quantity
