THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia is in the process of determining the acquisition strategy and market capability for providing Uniform & Equipment Issue, and Laundry Support Services on Glynco, GA. The FLETC is responsible for providing law enforcement officer training to over 95 Partner Organizations, as well as state, local, tribal, campus, and international law enforcement officers and agents.
This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the solicitation number used for this sources sought may be different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. The Government does not intend to award a contract on the basis of these sources sought or to otherwise pay for the information solicited. Respondents should not construe this announcement as a commitment by FLETC for any purpose. Contact with Government personnel, other than the Contracting Officer, by a potential offeror or their employees regarding this requirement is strictly prohibited. Please do not request a copy of a solicitation, as one does not exist.
The purpose of posting this RFI is to locate experienced service providers in the US Small Business Administration (SBA) 8(a) Business Development Program capable of and interested in performing a non-personal services contract that provides for Uniform & Equipment Issue, and Laundry Support Services on Glynco, Georgia. Analysis of the quantity and quality of responses to this sources sought synopsis will be heavily weighted in the market research being conducted, and in the making of any 8(a) small business program determination for this requirement. Responses are welcomed from all interested and capable firms. The summary of services are as follows:
DESCRIPTION OF DUTIES:
The contractor shall provide the management, supervision, all personnel, equipment, tools, materials, and other items and services necessary to provide support for the operation of the Uniform & Equipment Issue, and Laundry (UEL) Support Services at the FLETC Glynco, Georgia facility. The contractor shall perform in accordance with the standards of the contract. The contractor shall manage the total work effort associated with the operations and all other services required herein to assure fully adequate and timely completion of these services. Included in this function is a full range of management duties including, but not limited to, planning, scheduling, inventory management, report preparation, establishing and maintaining records, and quality control. The contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The contractor shall have inventory management expertise to include daily warehouse managing, daily accurate inventory control, daily accurate inventory tracking, and the capability to manage, edit and update the established electronic inventory program to ensure the Government is provided with the most up-to-date inventory information immediately when requested.
The anticipated period of the Firm Fixed Price (FFP) contract is October 1, 2017 through September 30, 2023 with one (1) base period and five (5) one-year option periods, to include a 60 day phase-in. The resultant contract will be a Firm Fixed Price Contract. The solicitation will be issued electronically and will be available for viewing at the following website: the FEDBIZOPPS.GOV at https://www.fbo.gov.
The North American Industry Classification Systems (NAICS) Codes proposed for this requirement is 561110 - Other Administration Services. The size standard for NAICS is $7.5M. Comments on this NAICS and suggestions for alternatives must include supporting rationale. This NAICS Code is subject to change if necessitated by the responses to this Sources Sought.
FLETC Glynco, Georgia is interested in obtaining information from industry that will help to support a determination of the appropriate set aside category for the acquisition strategy. All categories under the 8(a) small business program are encouraged to respond to this request. The Government is requesting interested 8(a) small businesses who feel they can fully support this requirement.
Furnish the following information in the subject line of the email: (Header: Uniform & Equipment Issue, and Laundry Support Services), and the following information listed below.
1) Capability Statement to include experience with similar projects of a comparable magnitude. Capability statement should include your firm's general background, experience, qualifications and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies.
2) Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code and e-mail address.
