SOURCES SOUGHT: The VA Medical Center, White River Junction, VT has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for construction of Underground Utility Replacement, Project Number 405-15-101 to include sanitary sewer, storm sewer, including inlets and outlets; water and steam. This is not a Request for Proposal; this is a Sources Sought document only for use in determining possible SDVOSB or VOSB set aside.

The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete plan and detailed design package to execute a long term construction project that repairs and/or replaces the site s Underground Utilities and if such businesses are interested in this procurement. The NAICS code is 541330 and the small business size standard is $14 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to edward.roy@va.gov.

The following information is requested in response to this notice:
Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541330.
A positive statement of your intention to submit a qualifications package in response to this notice.
Evidence of your experience in A/E Services for a complete design of a package for construction of Underground Utility Replacement with a minimum of one (1) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). The estimated magnitude of construction costs for this project ranges between $5,000,000.00 and $10,000,000.00.
Proof of professional liability insurance required to cover this project.
Evidence your firm is within a 200 mile radius of the White River Junction VA Medical Center located at 163 Veterans Drive, White River Junction, VT 05001.

All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. Interested firms may reply via e-mail to edward.roy@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) under NAICS 541330.

PROJECT INFORMATION: Provide professional Architect/Engineer Services for a package for construction of Underground Utility Replacement to include, but not limited to site investigations; analysis; design; preparation of specifications and drawings; preparations of cost estimates; construction period services; preparation of as-built record drawings; site visits during construction; safety, industrial hygiene, fire safety and environmental management (GEMS) services; and project management and inspection services. Complete a long range underground utility improvement plan (excluding electric utility) for the White River Junction VA Medical Center campus and complete detailed designs for construction of recommended specific improvements within the limits of this project budget. Specific utility focus shall include sanitary sewer, storm sewer, including inlets and outlets; water; and steam. Incorporate input from Facilities Management staff who have knowledge of the existing systems and history of same. Use appropriate underground survey methods for inspection of the existing systems for gathering and documenting conditions. Follow all current VA guidelines, directives, and recommended details and specifications to achieve the desired result.
