This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


This is a Firm Fixed Price Request for Quotation (RFQ) being issued by the Federal Highway Administration (FHWA) Western Federal Lands Highway Division Acquisitions for an Under-Bridge Inspection Vehicle (UBIV), a qualified UBIV driver, a qualified UBIV operator, and traffic control services.


This solicitation is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-04.


This solicitation is a TOTAL SMALL BUSINESS SET-ASIDE and the North American Industry Classification System (NAICS) code for this solicitation is 532412 with an industry size standard of $32.5 million and the Product Service Code (PSC) is W038. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government.
