This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources are capable of satisfying the agency's requirements exists, (2) determine if commercial services suitable to meet the agency's needs are available, and (3) determine the commercial practices of company's engaged in providing the needed requirements. Pursuant to FAR Part 6, Competition Requirements, set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
This sources sought announcement is a tool to identify businesses with the capability to accomplish the requirements. This is not a solicitation. A set-aside determination has not yet been made. Only those firms who respond to this announcement by submitting the following information (items one through four) will be considered when determining whether to set aside this requirement. The Government does not intend to pay for any information that is submitted as a result of this notice. No specifications or drawings are available at this time.
1) Company name, point of contact, address, phone number, e-mail address.
2) Capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity (current or past technical experience.) Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a list of projects with descriptions that are similar in nature to the Summary of Scope of Work.
3) Statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). If a company is a large business, please consider providing any distributors or dealers for consideration.
4) Cage Code and DUNS number.
5) Reference list for each of the projects submitted in #1 above. Include the point of contact, title, phone number and email address.
This synopsis is issued pursuant to FAR 5.201, Publicizing Contract Actions. It is the Government's intent to issue a solicitation for the award of one (1) fixed-price Requirements-type contract consisting of one (1) base year and four (4) option years. The applicable North American Industrial Classification Code (NAICS) 336611 (Ship Building and Repairing) and the Small Business Size Standard in number of employees is 1000. This is not a solicitation and proposals are not being requested at this time.
The United States Coast Guard, Surface Forces Logistics Centers has a requirement for Ultra High Pressure (UHP), Water Jet Blasting Services. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, planning, and other items and non-personal services necessary to perform UHP Water Jet Blasting Services. The U.S. Coast Guard Yard will require UHP Water Jet Blasting Services onboard the following vessel lengths 270' Medium Endurance Cutters, 225' Seagoing Buoy Tenders, 210' Medium Endurance Cutters, 175' Coastal Buoy Tender, 140' Ice Breakers, 327' Eagle, 110' and 87' Patrol Boats. This includes underwater body surfaces, freeboards, superstructures, stacks, and weather decks of various vessels. The services will be performed at the U.S. Coast Guard Yard, Curtis Bay, 2401 Hawkins Point Road, Baltimore, MD 21226.
