The Department of Veterans Affairs, VA Caribbean Healthcare System, San Juan, Puerto Rico intends to negotiate a sole source procurement to the incumbent, Las Americas Petroleum Service Corp, E8, Carr 848, Villa San Anton, Carolina, Puerto Rico. The statutory authority permitting to Other than Full and Open Competition is (FAR) 6.302-1 Only one responsible source and No Other Supplies or Services will satisfy agency requirements. Services identified are to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, management services necessary to perform inspections and testing to above ground Storage Tank (ASTs) and Underground storage tanks (USTs). The period of performance for this procurement will cover twelve (12) months until the long term procurement contract review is awarded. The North American Industry Classification System (NAICS) code is 238990.Contractor shall abide by all laws, rules and regulations applicable to fuel storage tanks operations and federal and Puerto Rico laws and regulations. This notice is not a request for competitive quotes, but responses received by July 22, 2014 time 10:00am Caribbean/Puerto Rico time will be evaluated. A determination by the Contracting Officer not to compete this action based on responses to this notice is solely within the discretion of the Contracting Officer.
