Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is VA248-15-R-0098 and is issued as a Request for Proposal (RFP)

(iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-77, 14 OCT 2014. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. (iv) This solicitation is issued as a Total Small business set aside. The North American Industry Classification System (NAICS) code is 541380, and the size standard is $15.0 million.

(xiii) QUESTIONS or Comments: All questions regarding this solicitation need to be electronically submitted no later than Friday, October 31, 2014, 1:00PM local time, Puerto Rico, to allow for analysis and dissemination of responses in advance of the offer due date.
