The Southeast Regional Maintenance Center issues this sources sought as a means of conducting market research to determine the extent of sources capable of supporting the upcoming Continuous Maintenance Availability (CMAV) onboard USS TORNADO (PC 14).


This is neither a solicitation nor request for proposal.  The Government will use responses from this sources sought to make a decision about soliciting this requirement.  It does not obligate the Government to any contract award.  The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611.


Interested parties must have or be able to obtain an Agreement for Boat Repair (ABR) prior to contract award.  The Government's market research is based on FAR Part 10 and the result of the market research will contribute to determining the method of procurement. 


 BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION.  Telephone or Fax inquires will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions.


 Submission instructions: Interested parties who consider themselves qualified to perform the above requirement as the prime contractor are invited to submit a response to this Sources Sought Notice.  Please provide the following information in your response: Company Name, CAGE code, email address, website, telephone number, and, size, and type of ownership for the organization.   The notice of interest should also include a brief description of your company, its capabilities and answers to the following specific questions:  Please limit your response to no more than 5 pages.

1.  Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611.

2.  How many employees does your company have?

3.  Does your company have a website?  If so, what is your company's website address?

4.  Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? 

5.  Is your company a NAVSEA certified Agreement for Boat Repair Contractor (ABR)?

 6.  Does your company plan to submit a proposal as in response to the anticipated solicitation for the FY19 USS TORNADO (PC 14) CMAV?

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.  All information shall be provided free of charge to the Government.  SERMC may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.  Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.


When/Where to Submit:  All responses to this Sources Sought Notice must be emailed to CLF_MYPT_SERMC_PROCUR@navy.mil, Attn: Kenneth Butler or Bethjoven de los Reyes no later than 10:00 AM, February 25, 2019 Eastern Standard Time with "USS TORNADO (PC 14) CMAV SOURCES SOUGHT RESPONSE" in the subject field.
