This Pre-solicitation seeks to determine sources capable to support the upcoming Dry-docking Continuous Maintenance Availability (CMAV) onboard USS SHAMAL (PC 13) to include performance of dry-docking, hull preservation, mechanical repairs, electrical repairs, structural repairs and alterations, with an anticipated start of the contract to begin in November 2019. Solicitation will be available on or about July 2019. Offerors are restricted to holders of a Master Ship Repair Agreement (MSRA). Market Research was conducted from 04 June 2019 to 11 June 2019 and this solicitation will not be set aside for small business. The solicitation is FULL and OPEN COMPETITION.

This is neither a solicitation nor request for proposal. It does not obligate the Government to any contract award. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611.

Contractors are required to hold, or meet the eligibility requirements to hold, a Master Ship Repair Agreement (MSRA) by the start of the contract. Contractors are required to have a facility capable of berthing a PC class vessel that must meet all water depth and access requirements as defined by FY-20 NAVSEA Standard Item 009-101. The facility must be available for use from November 2019 to February 2019. Contractors are required to own a dry dock capable of docking a PC class vessel or a have a letter of commitment from the owner of a facility capable of docking a PC that is certified to MIL-STD-1625D(SH) or capable of being certified to MIL-STD-1625D(SH) no later than thirty days prior to the start of the contract.

The place of performance is at Mayport Florida homeport area.
