The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-19-R-4460 for the execution of the USS MASON (DDG 87) Fiscal Year (FY) 20 Depot Modernization Period (DMP) on the East Coast.  The availability will include a combination of maintenance, modernization, and repair, and is expected to require a highly capable contractor with substantial facilities, including a USS ARLEIGH BURKE Class capable dry-dock, pier and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair and modernization.

 

The availability is competed on a coast-wide basis. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). 

 

The solicitation is issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement.  Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments.  Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. ; FBO is the single point of entry for posting of the synopsis and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. 

  
The Government anticipates making a single award on or around December 2019. 


The work packages and all J and S attachments not posted will be released after the RFP has been announced on FBO. Offerors are to note that Attachment J-1 (Specification Package No. TPPC-DDG87-MARMCN20-CN01) and J-2 (Work Item Plans, Drawings, and Other References) will not be posted to FBO and are available by written request to maggie.alston@navy.mil and melissa.donnelly@navy.mil.

 

Those companies who wish to receive the Government Furnished Information (GFI) relevant to N00024-19-R-4460 are to submit a signed statement on company letterhead that states your company is a United States Department of Defense Contractor to Maggie Alston at maggie.alston@navy.mil and Melissa Donnelly at melissa.donnelly@navy.mil. This statement will be verified in System for Award Management located at (https://www.sam.gov/SAM/).The availability start date is anticipated to be February 2020. The delivery date of the vessel is expected to be no later than May 2021. The RFP contains the specific dates.
