The Naval Sea Systems Command (NAVSEA) intends to issue nation-wide competitive solicitation N00024-17-R-4439 for the execution of both the USS COWPENS (CG 63) Fiscal Year (FY) 18 Modernization Period (MODPRD) and the USS GETTYSBURG (CG 64) Fiscal Year (FY) 18 Modernization Period (MODPRD) on or around 25 September 2017.


The advanced work package for both Availabilities is hereby available upon request. Please contact Craig Barton, Contracting Officer, and Billy Castleberry, Contract Specialist, at Craig.s.barton@navy.mil and Billy.castleberry@navy.mil to request copies of the files.


Please note that the advance package is comprised of work items that are not expected to change before the release of the Availability's final published work package. Any changes to the advance package work items from this point will be specifically documented to provide clear traceability to potential offerors.


Ship Checks: USS COWPENS (CG 63) will be available for ship check prior to the proposal submission due date. Offerors, including significant subcontractors, may inspect the USS COWPENS (CG 63) upon request at Naval Base San Diego, California. Please note: These dates are subject to last minute change. To schedule a ship check, offerors shall email a "Request for Ship Check" to Craig Barton and Billy Castleberry at craig.s.barton@navy.mil and billy.castleberry@navy.mil, respectively. Participants will be subject to security, safety, and other applicable regulations established by Southwest Regional Maintenance Center (SWRMC) and ships' Commanding Officers. Contractors conducting SWRMC related work efforts must visit SWRMC security website for latest forms and instructions at http://www.swrmc.navy.mil/visitors.html


USS GETTYSBURG (CG 64) will be available for ship check prior to the proposal submission due date. Offerors, including significant subcontractors, may inspect the USS GETTYSBURG (CG 64) upon request at Naval Base Norfolk, Virginia. Please note: Ship availability may be subject to last minute change. To schedule a ship check, offerors shall email a "Request for Ship Check" to Craig Barton and Billy Castleberry at craig.s.barton@navy.mil and billy.castleberry@navy.mil, respectively. Participants will be subject to security, safety, and other applicable regulations established by Mid Atlantic Regional Maintenance Center (MARMC) and ships' Commanding Officers. Contractors conducting MARMC related work efforts must visit MARMC security website for latest forms and instructions at http://www.marmc.navy.mil/visitors.html


In order to provide the maximum amount of time for review and comment in preparation for RFP response, offerors are encouraged to ask bidder's questions (see Attachment) based on this advanced package. Note that the Navy will treat these questions received as Bidder's Questions and will post them publically to FBO.

To ensure the Government adequately addresses and responds to offeror requests for information (RFIs) via amendment, it is requested questions be submitted no later than 25 October 2017 at 3:00 pm, local time, Washington DC. The Navy reserves the right to not answer any requests received after this date and time. Furthermore, offerors should note that the proposal due date will not be extended solely on the basis of requests received after this date and time. RFIs should reference a solicitation and/or specification page and paragraph number and be submitted on the Pre-Proposal Information (PPI) form (Attachment S-3) provided with this solicitation.


Estimated Award Date: The Government anticipates making a single award on or around 1 February 2018. Offerors must provide a period of 120 calendar days from the proposal due date for Government acceptance of the offer (Complete block 12 of the Standard Form (SF) 33).


Proposal Due Date: All copies of proposals (Volumes I & II) are expected to be due to the Government no later than 4 December 2017 at 10:00 am, local time, Washington, DC. The Government intends to consider this Advance package period part of the offeror's proposal development timeline.
