USAID's main programming to date in Chad is in support of the Trans-Sahara Counterterrorism Partnership (TSCTP). The TSCTP is a State Department-led interagency (State, Department of Defense, and USAID) initiative to assist potentially vulnerable regional partners to constrict the tactical and strategic operating environment of terrorists in Northwestern Africa. USAID West Africa currently implements TSCTP programming in Chad, Niger, and Mauritania. Examples of TSCTP activities to date include: youth centers; youth employment; decentralization; ex-rebel income generation; radio rehabilitation; and outreach. USAID also conducts a wide variety of humanitarian and development programming throughout Chad.

USAID requires a Country Program Manager (CPM) for its development and humanitarian programming with a focus on TSCTP-Chad programming and civil society support activities. The TSCTP CPM will be USAID/WA and USAID/Senegal Sahel Regional Office's in-country 'eyes and ears.' The CPM will: (1) be the principal advisor to the Ambassador and his/her designee on USAID humanitarian and development programs; (2) be the resident point of contact and liaison for USAID in Chad; (3) strategically plan the implementation of TSCTP and civil society programs in Chad in conjunction with the USAID/WA Regional Peace & Governance Team; (4) oversee, support, assess, critique, monitor and evaluate USAID/WA TSCTP-Chad activities managed by USAID/WA and USAID/Senegal civil society activities managed by USAID/Senegal; (5) analyze the operating environment (political, economic and physical); and (6) coordinate USAID/WA TSCTP and civil society activities with State, DoD, and assistance provided by other donors, including international and private assistance agencies.
