Background: The Postal Service constructed a new building, the Worldway Airport Mail Center (AMC) in 1968. In 2009, the facility was renamed LA Worldway International Service Center (ISC) when Carson Long Beach ISC relocated to the LA AMC. The LA ISC is 377,601 square foot, multi-level building constructed and owned by the Postal Service.


The LA ISC has direct access to the Los Angeles Airport (LAX) airside operation as well as access to the public. The LA ISC houses mail processing operations on two floors and utilizes automation/mechanization and manual system for processing originating mail for national and international destinations. The Bulk Mail Entry Unit (BMEU) is located onsite.


The purpose of this purchase is to relocate and consolidate the LA ISC functions to the Los Angeles Processing and Distribution Center (LA P&DC). The proposed facility will include the following: Net Interior Space: 602,000 SF; Site: 26.6 Acres; Employee Parking: 637 Stalls; Loading Docks: 60; Tractor Trailer Parking Available: 85 (Required 20 Trailers + 25 LLVs/2 Tons).


Solicitation 360070-19-A-0047 has two separate proposal due dates, the first which concludes on October 30, 2019, requires suppliers to submit all information listed in the Offeror's Return Package (Contract Provisions, Pass/Fail, and the Technical submittal section). In mid to late November, an amendment will be issued which will provide specifications, design concept drawings, and related information which will allow suppliers to submit pricing. The anticipated contract value is between $50,000,000 and $70,000,000. A more specific range will be disseminated once the amendment is issued which provide the specifications and design concept drawings. The pricing submittal will be due on or near December 31, 2019 (exact date to be determined).
