USMEPCOM - Electronic Prescription Information
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, or a Solicitation. The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO) on behalf of United States Military Entrance Processing Command (USMEPCOM) is soliciting market research from industry on their capability, commercial insight, performance based solutions, best practices, and potential issues involved with Electronic Prescription Information.
RFI Purpose:
The purpose of this RFI is to conduct market research to determine whether there are business concerns in the commercial marketplace performing this service, have the capabilities to perform this service, or is interested in performing this service. USMEPCOM has a business transformation initiative to obtain existing historical information for applicant’s seeking to enlist in any component of the Armed Forces. The current USMEPCOM process relies largely on applicant self-disclosed medical history information along with a physical exam. Lack of-disclosure of critical history information occurs during the medical prescreen and examination processes. Current business practices estimate the time it will take to perform medical processing on an applicant based upon the information provided during the prescreen process. When medical conditions are discovered during the medical processing, it is disruptive to the daily high ops tempo. USMEPCOM seeks to improve its ability to make sound medical qualification decisions for military applicants. Having accurate data in advance of an applicant’s arrival at a USMEPCOM facility is essential to expediting the applicant process.
Background:
Non-disclosure of applicant medical history is a known problem for the Military Entrance Processing Stations (MEPS). Currently, MEPS do not have an Electronic Health Record, and are medically processing applicants with paper forms, medical charts, and medical history records. These documents are provided by the military applicant. This system relies on honesty of the applicant to provide a truthful and comprehensive account of their medical history. Non-disclosure of health histories negatively impacts the safety of the applicant and the military, if the applicant is erroneously qualified to serve in the Armed Forces. With today’s information technology capabilities, USMEPCOM seeks the ability to capture medical information from outside sources, rather than relying on the applicant to disclose medical history records.
RFI questions:
1. What are the regulatory requirements, HIPAA, PHI, and PII?
2. What type of information can be exchanged?
3. What software or equipment standards are necessary to request and receive information?
4. Can your company provide prescription drug history information?
5. What is the standard your company utilizes to name clinical drugs?
6. Can your company provide continuous medical monitoring?
The North American Industry Classification System Code for this service is 519190 – All Other Information Services. The Small Business Size Standard is $27.5M.
Responses to this RFI are strictly voluntary and considered as information only. The government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the results. If a solicitation is issued, it will be announced on the Federal Business Opportunity Website (https://www.fbo.gov/) at a later date. All interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI will not restrict the government’s acquisition on a future solicitation.
Provide responses to RFI questions and a capability statement that outlines your capabilities to perform the required services. Include with your capability statement, your company name, mailing address, telephone number, point of contact, small business size standard, government cage code and DUNS number (if available). Proprietary/Competition sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practicable; however, it is preferred that respondents do not provide proprietary or otherwise restricted responses.
