Headquarters, United States Marine Corps, Business & Support Services (MR), on behalf of Marine and Family Programs (MF) requests information for the development of a Human Behavior Patterns Skills (HBPS) Course for Suicide and Sexual Assault Prevention. 


MR is seeking experienced industry vendors that specialize in research, training and education development.  MR encourages businesses to present alternate or enhanced service solutions or capabilities.  Should MR proceed to procure this service, MR intends to use any information provided in response to this RFI to develop an acquisition strategy and statement of work.


THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY.  It is neither a solicitation announcement nor a request for proposals or quotes, and does not obligate the Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this RFI must be in writing.


The purpose of this RFI announcement is for advanced market research in order to make appropriate acquisition planning decisions and to gain knowledge of potential qualified offerors interested and capable of providing the services described below:  


SCOPE:

•1.       Research, obtain and review of all Marine Corps policies and programs relating to fields of suicide and sexual assault prevention

•2.       Provide a proposal for an HBPS training course tailored for a uniformed Marine Corps audience

•3.       Design 3-day curriculum, research proposal and present summary for approval prior to curriculum development and IRB requests

•4.       After course and research proposal have been approved, conduct two training events - to MF and one Marine Corps unit

•5.       Provide an evaluation/review and analysis conducted by an independent and accredited research institution

•6.       Prepare a written and verbal executive summary of all work conducted to include an appendix of all training products, research materials and other applicable documentation that support development and evaluation of course


All information submitted in response to this Request for Information is strictly voluntary and shall be provided free of charge to the Government.  The Government will not return any data provided in response to this announcement. 


This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued.


The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified.  Proprietary information will be safeguarded in accordance with the applicable Government regulations.


Interested companies are requested to provide the following information in response to this Sources Sought Announcement. Please provide:

•1.   Company information to include Company Name, Company headquarters address, Primary Point of Contact, Primary Point of Contact Phone number and email address, and Company DUNS#. 

•2.   A statement describing why you believe your company has the capability to meet all above stated requirements

•3.   Overview of company and brief history of your company's past experience (within past 3 years)

All questions and responses will be provided to all Respondents to this RFI. The name of your company will be extracted from any submitted questions and answers.
