USFWS R7 KAN Bettles Heating Fuel with Delivery

U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0027. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-03, effective June 12, 2019. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.

Description of Requirements:
The U.S. Fish and Wildlife Service (USFWS), Region 7, Kanuti NWR seeks to establish the order and delivery of heating fuel throughout the year to five various heating fuel storage tank locations on a "Keep Full" basis. Historically, Kanuti NWR at Bettles, AK used approximately 5,006 gallons of heating fuel between 2017 to mid-2019. Total gallons and cost/gallon are dependent on Refuge needs, weather, and market volatility.

All fuel provided under the resultant purchase order shall be F.O.B. destination within consigneeB?s premises, delivered and pumped into multiple bulk fuel tanks at the USFWS, Kanuti NWR buildings in Bettles, Alaska. Fuel must be delivered with prior arrangement so FWS employee can accept the delivery in-person. This is so one person can observe the tank while the other pumps in order to minimize chances of an overfilling spill.

The scope of work for this purchase order requires the vendor to be a company capable of providing heating fuel to the USFWS, Region 7, Kanuti National Wildlife Refuge in Bettles, Alaska. aOnly the products specified in this purchase order are authorized to be ordered. Any changes, additions or deletions shall require modification to the purchase order. If additional fuel types are determined needed from this vendor, they may be added to this purchase order with a bilateral modification.

Tanks shall be filled when possible during normal business hours: Mon-Fri, 8 a.m. - 4:30 p.m. excluding holidays. Occasionally tanks may need to be filled after hours and or on weekends. A Kanuti NWR employee must sign at the time of delivery. Contractor shall supply a copy of each fill ticket documenting amount of fuel, price per gallon, location and total. The Government will be obligated only to the extent of authorized purchases actually made and shall pay only for actual quantities received.

The following products are authorized under this solicitation and resulting purchase order:
1. Heating Fuel shall be delivered to each tank from July 1, 2019 through June 30, 2020.

a.    Bettles Bunkhouse at Kanuti NWR, 500 Gallons
b.    Bettles Residence at Kanuti NWR, 500 Gallons
c.    Bettles Shop at Kanuti NWR, 500 Gallons
d.    Bettles Hangar tank 1 at Kanuti NWR, 500 Gallons
e.    Bettles Hangar tank 2 at Kanuti NWR, 1000 Gallons

In addition, your proposal should provide unit price and total price. No formal format is required as this is a combined synopsis/request for proposal solicitation. Offers must be received by 2:00 pm Alaska DST, June 21, 2019, at the U.S. Fish and Wildlife Service, 1011 E. Tudor Rd, MS-171, Anchorage, AK. Offers received after this date and time will be considered non-responsive in accordance with 52.212-1(f) and will not be evaluated.
