U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as a reference only. This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0020. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-01, effective December 20, 2018. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.

Description of Requirements
Over the past decade, the region has invested personnel and equipment to develop and build the capacity to collect remote sensing data using fleet aircraft and commercial off the shelf sensors and GPS. Common products include multispectral orthomosaics, digital elevation modes, and point clouds. The system has been used to provide data for fire management, fish and population surveys, landcover classification, oil and gas, facilities, law enforcement, and visitor services. The system has been very cost effective, though projects have been limited do to the availability of system operator and the limited number of aircraft configured for the system.

The purpose of this procurement is to obtain a sensor system compatible with the majority of fleet aircraft and reduce the complexity and need for a single specialized operator. Nearly all refuges in Alaska have a Topcub CC18 aircraft. These aircraft can be equipped with a Tac Rack (STC SA02548SE) on the underside of the aircraft, to which the sensor payload can be attached and powered.

Scope
The sensor payload shall be mounted and powered by the Tac Rack (STC SA02548SE) and weigh no more than 65 pounds. The contractor shall provide flight planning software and pilot navigation as detailed in the requirements. The contractor shall provide the sensor payload as describe in the technical requirements. The contractor shall provide the ground processing workstation with image processing software and automated software workflows to produce orthomosaics, digital elevation models, and point clouds.
