The United States Department of Agriculture (USDA), Office of Procurement and Property Management (OPPM), Procurement Operations Division (POD) is issuing this sources sought as part of market research for a United States Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO) National Information Technology Center (NITC) acquisition. The USDA/OPPM/POD is seeking/targeting qualified Service Disabled Veteran Owned Small Businesses, HUBZone Small Businesses, SBA 8(a) Disadvantaged Small Businesses or any other small business that have the capability to provide the services below. Any vendor responding to this sources sought must provide written information on their company's ability to meet the requirements listed below; whether the services are available through the vendor's GSA Federal Supply Schedule or other Government-wide Acquisition Contract(s) (include GSA FSS or GWAC contract number and terms and conditions); applicable NAICS code; and business size.

The Contractor shall provide all supervision, labor, materials, supplies, repair parts, tools and equipment to plan, schedule, coordinate and ensure effective and economical operation, repair and maintenance of the UPS systems and associated components in accordance with the original equipment manufacturer's maintenance and operation specifications. These services are required 24/7 in addition to emergency repair services.


Contractor shall provide all proprietary software and programming for electrical equipment, including UPSs, RPPs, STSs, PDUs, RDUs, as needed to clear alarms and to adjust operational parameters and settings as needed for all equipment located at three (3) sites 8930 Ward Parkway, Kansas City MO, Bldg. 104 2nd Floor, 4300 Goodfellow Blvd. St. Louis, MO and George Washington Carver Center 5601 Sunnyside Ave. Bldg. 1, Rm. 1-L260 Beltsville, MD.


These requirements are a statement of the minimum acceptable level of work and services that are to be provided in the maintenance, operation and repair of the UPS systems and their associated components. They are not intended to be, nor shall they be construed as limiting specifications or requirements.


This contract requires the Contractor to have, at the job site, an authorized manufacturer's representative for each separate type of equipment during the Contractor's semiannual and annual scheduled preventive maintenance. An authorized manufacturer's representative shall be defined as persons who have received a minimum of 20 hours formal classroom training on the particular piece of equipment and have a minimum of four (4) years of experience working with the equipment. These representatives shall observe and ensure the proper operation and reliability of each respective piece of equipment and provide the Contractor and the Government with a comprehensive written analysis of the equipment, its state of repair, any repairs and/or adjustments that are needed, and any other information pertinent to keeping the equipment at its peak performance level, as required to support the NITC's mission critical equipment.
