1. PURPOSE


This Notice of Intent to Sole Source is issued for the purpose of notifying industry of USCIS' intent to solicit and award a sole source contract to Logistics Systems Incorporated (LSI) for providing the requirements as outlined in Section 3 below. If potential industry participants have the capability and capacity to provide the services described below and are interested in participating in this acquisition action, please respond no later than August 30, 2019 by 8:00 am Eastern Time in accordance with paragraph 4 below.


2. BACKGROUND


The United States Citizenship and Immigration Services (USCIS) is the component under the Department of Homeland Security (DHS) that is responsible for providing immigration benefits and for controlled entry and stay in the United States. As part of USCIS' statutory mission, USCIS produces a variety of secure documents used to provide evidence of eligibility for immigration benefits. The Document Management Division (DMD) is responsible for USCIS' Secure Document Production Operations. DMD's current operating environment requires Contractor support for the production of secure documents for USCIS and future external agencies.
3. REQUIREMENTS
The contractor would provide support for production capacity to produce polycarbonate identification cards (Permanent Resident Cards (PRC)) and Employment Authorization Documents (EAS)) and Travel Document Booklets printed at both the Lee's Summit Production Facility (LPF) and the Corbin Production Facility (CPF).


This acquisition would be a Firm-Fixed Price Contract to provide continued support on a short term basis.


4. RESPONSE DELIVERY, FORMAT, AND GUIDELINES


4.1. Delivery


Responses are due no later than 8:00 AM Eastern Time on 30 August 2018. Responses shall be sent electronically to: Mr. Richard Chandler, Contract Specialist, Richard.H.Chandler@uscis.dhs.gov and Ms. Heather Niquette, Contracting Officer, Heather.V.Niquette@uscis.dhs.gov.
*Facsimile and hard (paper) copies will not be accepted. No questions or inquiries will be accepted by telephone.
4.2. Format


Responses shall be in Microsoft Word for Office 2010 or compatible format. The response shall be divided into two parts. All e-mails shall adhere to size limitations of the USCIS firewall which is 10MB per email. DO NOT PROVIDE PROPRIETARY INFORMATION.
Part 1 of the response shall provide administrative information, and shall include, at a minimum:
•    Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and the e-mail address and phone number of the vendor's designated point of contact.
•    Corporate web-site address.
•    Business size (if small, describe preference categories).
•    Data Universal Numbering System (DUNS) number.
•    North American Industry Classification System (NAICS) code classifications.


Part 2 of the response shall address, in detail, the business' capabilities to fulfill the requirements identified in Section 3 of this Notice of Intent.


5. CONCLUSION


No solicitation is being issued at this time. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Notice of Intent to Sole Source. The information in this Notice of Intent to Sole Source is subject to change and is not binding on the Government. This Notice of Intent to Sole Source does not constitute a commitment to procure any of the items/services discussed, nor is it a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
