Description(s):


 


The contractor shall complete the work listed for the WPB Shore Tie at US Coast Guard Station Venice located at 436 Coast Guard Rd. Venice, LA 70091. The current WPB shore tie is not working properly. There is no power at the shore tie or in the transformer box located next to the shore tie receptacle box. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully.


 


 


36.204: Disclosure of the Magnitude of Construction Projects.


 


The estimated magnitude of this project is between $10,000.00 and 25,000.00.


 


 


HOW TO RESPOND:


 


In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work. Technical and Cost Proposal is due by 3:00 CST, February 27, 2018. All questions regarding this request for quotes must be submitted in writing via email at Jamy.R.Pickett@uscg.mil. Telephone inquiries are strongly discouraged. Technical proposals must include: (1) Construction Schedule. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided.


 


 


 


The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal is the Lowest Price Technically Acceptable Offer (LPTA).


Please Note: Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; all offers may not be evaluated.


 


 


Proposals will be evaluated on the basis of the established criteria in the solicitation.


The technical proposal shall address all of the evaluation factors listed below.

The government will evaluate the proposal on the technical criteria as either ACCEPTABLE or UNACCEPTABLE. All four factors must be acceptable to be eligible for award.

Note: Under Executive Order (EO) 13658, an hourly minimum wage


of $10.35 for calendar year 2018 applies to all contracts


subject to the Davis-Bacon Act for which the contract is


awarded (and any solicitation was issued) on or after January


1, 2015. If this contract is covered by the EO, the contractor


must pay all workers in any classification listed on this wage


determination at least $10.35 per hour (or the applicable wage


rate listed on this wage determination, if it is higher) for


all hours spent performing on the contract in calendar year


2018. The EO minimum wage rate will be adjusted annually.


Please note that this EO applies to the above-mentioned types


of contracts entered into by the federal government that are

(3) 52.222-8, Payrolls and Basic Records.


 


(4) 52.222-9, Apprentices and Trainees.


 


(5) 52.222-10, Compliance with Copeland Act Requirements.


 


(6) 52.222-11, Subcontracts (Labor Standards).


 


(7) 52.222-12, Contract Termination-Debarment.

(f) Insert the clause at 52.222-31, Construction Wage Rate Requirements-Price Adjustment (Percentage Method), in solicitations and contracts if the contract is expected to be a fixed-price contract subject to the Construction Wage Rate Requirements statute that will contain option provisions by which the contracting officer may extend the term of the contract, and the contracting officer determines the most appropriate contract price adjustment method is the method at 22.404-12(c)(3).


 


(g) Insert the clause at 52.222-32, Construction Wage Rate Requirements-Price Adjustment (Actual Method), in solicitations and contracts if the contract is expected to be a fixed-price contract subject to the Construction Wage Rate Requirements statute that will contain option provisions by which the contracting officer may extend the term of the contract, and the contracting officer determines the most appropriate method to establish contract price is the method at 22.404-12(c)(4).
