USCG H-60 Service Life Extension RFI
This is a Request for Information (RFI) only released pursuant to Federal Acquisition Regulation (FAR) 15.201(e). This is NOT a request for proposals and in no way obligates the Government to award any contract. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Recovery (MRR) division is conducting Market Research to seek information regarding the USCG's Service Life Extension Program (SLEP) for the H-60 aircraft.
This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
Background:
The USCG purchased the H-60 helicopter in 1990 from Sikorsky Aircraft Corporation, the H-60's Original Equipment Manufacturer (OEM). At the time of purchase, the service life of the H-60 was calculated at 10,000 flight hours. In 2003, the USCG and Sikorsky jointly determined that the H-60 fleet could be safely flown beyond 10,000 flight hours contingent upon regular inspection and maintenance. Furthermore, if the USCG followed their current Programmed Depot Maintenance (PDM) cycle and rigorous inspection program, the aircraft's structural component life limits could be changed to "on condition" for an additional 10,000 flight hours which would extend the life of the H-60 to approximately 2025. Currently the USCG is researching courses of action to further extend the service life of the H-60. Each H-60 currently has an average of 14,000 flight hours accumulated, therefore it is necessary to continue inspections and take preventive measures in order to ensure flight safety and sustainability.
Requirement:
In order to develop a course of action that will ensure the USCG is able to fly the H-60 fleet beyond the current 20,000 hour life limit, the USCG is conducting Market Research to determine the accurate estimate rough order of magnitude (ROM) for an OEM provided solution. The OEM provided solution could include one or more combinations of the following:
• Replacement of the Upper Fuselage (Top Plug).
• Replacement of the Upper Fuselage (Top Plug) modified with various parts installed (see the attached spreadsheet for a list of modifications).
• Replacement of various fittings (see attached spreadsheet for a complete list of fittings).
The Upper Fuselage (Top Plug) replacement should fully integrate with the USCG's current H-60T configuration. This effort would also include any required operations, program management, design, manufacturing, tooling, learning curve, and engineering costs.
After a review of the responses to this RFI announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement or special notice will be published on the Federal Business Opportunity (FBO) website. Responses to this RFI synopsis are not adequate response to any future solicitation announcement. Responses to this RFI are NOT a request to be added to a prospective offeror's list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

At the discretion of the Contracting Officer, the USCG may use all or part of any suggestions or questions received in future correspondence regarding a potential H-60 SLEP acquisition. The original author will not be identified.
The USCG may consider the information provided by NAVSUP WSS approved sources in the development of acquisition documents and planning for a potential H-60 SLEP acquisition. However, the USCG is not required to change or add any requirements to any future H-60 SLEP procurements based on responses received as a result of this RFI.
Closing date and time for receipt of response is 05 January 2018, 4:30 p.m. EST. However, responses received after this closing date may still be reviewed by the USCG and used in Market Research in order to develop an acquisition strategy.
