AMENDMENT 10 


The purpose of Amendment 10 is to:


1. Replace the statement at Amendment Nine at 14.(1) DESCRIPTION of AMENDMENT/MODIFICATION that states, "This does not change the requirement for the Top Secret Facility Security Clearance and for all personnel to be cleared at the appropriate level prior to award, or prior to being included in the competitive range, should discussions become necessary" with the statement, "This does not change the requirement for the Top Secret Facility Security Clearance and for all personnel to be cleared at the appropriate level prior to award."


2. Replace the requirement at L.5.1(j) that states, "Analysis of teaming arrangement compliance will be conducted as part of the responsibility determination prior to award, or as a condition of eligibility to be included in the competitive range, if discussions become necessary," with the statement, "Analysis of teaming arrangement compliance will be conducted as part of the responsibility determination prior to award, or prior to determining the competitive range, if discussions become necessary."

AMENDMENT NINE -


 



The purpose of Amendment Nine is to:

1. Change the Government's response to question 132 in the Consolidated Q&As First Round that will allow those with alternative business arrangements to propose and be evaluated. This does not change the requirement for the Top Secret Facility Security Clearance and for all personnel to be cleared at the appropriate level prior to award, or prior to being included in the competitive range, should discussions become necessary.
2. Inform Industry that no more questions will be answered. Offerors are reminded pursuant the Instructions worksheet in the Cost Workbook and pursuant to the RFP Section L.8.10(a) to provide a separate Cost Notes page for any written explanation of the cost, to include any exceptions, deviations and/or assumptions.

3. The proposal due date remains unchanged at 22 AUG 18.

AMENDMENT EIGHT -




 The purpose of Amendment Eight is to:
1. Incorporate within the conformed solicitation the changes that were made under Amendment Six.
2. Provide the final portion of Second round Q&As in response to Amendment Four.
3. Proposals are due 22 August 2018 by 1400 MST.

AMENDMENT SEVEN -

08-08-2018 Providing the track change version of the PWS.

The purpose of Amendment Seven is to provide a portion of the Q&As in response to Amendment Four and the revised applicable documents. The answers to the questions concerning Volume IV will be provided under a separate Amendment.

AMENDMENT SIX -


 4. Inform Industry that the Government will answer the second and final round of questions that are expected to be posted on FedBizOpps on 07 August 2018.

Amendment Four provides the Government answers to Industry questions and the corresponding revised applicable documents, and sets the proposal due date to 08 August 2018 at 1400 MST.


Amendment Five corrects Amendment Four at block 14. DESCRIPTION OF AMENDMENT to state that proposals are due on 08 August 2018 and not 03 August 2018, as inadvertently stated in Amendment Four.

The purpose of amendment six is to:


1. Revise the RFP at Section L.10 to provide the contact information for the Competition Advocate.


2. Revise the RFP at Section L.1.1 to extend, for the final time, the date for receipt of proposals by two weeks from 08 August to 22 August 2018.


3. Revise the RFP at Section L.1.1.2a. to require that the electronic version of the proposal be submitted using the Safe Access File Exchange at
https://safe.amrdec.army.mil/safe. The User Guide for the Safe Access File Exchange has been incorporated by reference under Section J.11.
