This is a Request for Information (RFI) / Sources Sought Notice (SSN) issued by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), Office of Transition Initiatives (OTI). This is NOT a solicitation for work or a request for proposals, proposal abstracts, or quotations, and shall not be construed as an obligation on the part of OTI. Interested organizations may identify their interest and capability to respond to the requirements described in the attachment. In accordance with FAR 15.201(e), responses to this RFI/SSN are not offers and cannot be accepted by USAID to form a binding contract. Responses to this RFI/SSN are strictly voluntary and USAID will not pay respondents for information provided in response to this RFI/SSN.

The purpose of this notice is to conduct market research to gauge the interest and capabilities of small business concerns to provide technical assistance through a flexible, quick response mechanism. USAID is conducting market research for possible next iterations of its three Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contract mechanisms: a) Support Which Implements Fast Transitions (SWIFT); b) Support That Augments Rapid Transition (START); and, c) Program Development Quickly (PDQ).
