USAID/Madagascar US/TCN PSC, Senior Acquisition and Assistance Specialist, GS-14 equivalent
Dear Prospective Offerors,
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. The selected individual will serve as the Senior Acquisition and Assistance Specialist with USAID/Madagascar.
The Senior Acquisition and Assistance (A&A) Specialist serves as USAID/Madagascar's senior specialist and key advisor for all A&A matters. S/he directly supervises three (3) local staff members and is expected to mentor and further develop these employees' skills. As head of USAID Madagascar's Office of Acquisition and Assistance, s/he participates as valued member of the Mission's Senior Staff, should provide expert advice on how to leverage the tool of procurement to more effectively advance USAID's goals, and should identify opportunities to assist mission staff in improving their Contracting/Agreement Officer Representative (C/AOR) skills. The incoming Senior A&A Specialist will have the unique opportunity to actively engage in a new Country Development Cooperation Strategy and support the re-launch of the USAID environmental program after years of absence from that sector. S/he is responsible for providing the full range of A&A services in support of USAID/Madagascar's foreign assistance objectives. S/he will be required to apply highly specialized A&A knowledge, skills, and abilities involving a variety of actions that range from simplified acquisition to complex multi-million dollar, multi-year awards.
The position is the equivalent of a GS14 (salary ranging from $89,370 - $116,181 per annum).
Offers must be submitted by February 28, 2018 and be in accordance with the attached solicitation # 720687-18B00002, Sections I through V. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.
This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.
