This is a Sources Sought Notice (SSN) / Request for Information (RFI) issued by the U.S. Agency for International Development (USAID), Global Development Lab, Center for Development Research (CDR). This is NOT a solicitation for work or a request for proposals, proposal abstracts, or quotations, and shall not be construed as an obligation on the part of USAID. Interested organizations may identify their interest and capability to respond to the requirements described below by responding to the questions outlined in Appendix 1. In accordance with FAR 15.201(e), responses to this SSN/RFI are not offers and cannot be accepted by USAID to form a binding contract. Responses to this SSN/RFI are strictly voluntary and USAID will not pay respondents for information provided in response to this SSN/RFI. The purpose of this notice is to conduct market research to gauge the interest and capabilities of industry to provide USAID with short-term research-based technical assistance through a flexible, quick response mechanism leveraging a network of university-based researchers.

USAID is conducting additional market research in follow-up to the initial Request for Information published on this site in November 2016 (RFI-OAA-17-000100) to explore possible next iterations of programming within CDR. Information received will be considered by USAID solely for the purpose of planning including, but not limited to: determining necessary revisions to the planned scope outline, understanding types of offerors that would have the capacities needed to fulfill the proposed scope, and understanding reasonable small business subcontracting goals related to this potential work.


Responses to this SSN/RFI will not be returned and respondents will not be notified of the result of the review. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSN/RFI; all costs associated with responding to this SSN/RFI will be solely at the interested party’s expense. Any potential solicitations released in follow-up to this SSN/RFI are entirely contingent on the availability of funds. 

If a Request for Proposals (RFP) is subsequently issued, it will be announced on the Federal Business Opportunities website: http://www.fbo.gov at a later date, and all interested parties must respond to that RFP separately from any response to this SSN/RFI. This SSN/RFI does not restrict USAID's acquisition approach on a future RFP. Any organization responding to this SSN/RFI should ensure that its response is complete and sufficiently detailed to allow USAID to determine the organization’s capabilities to perform this work. Responding or not responding to this SSN/RFI will not give any advantage or disadvantage to any organization.

Amendment #1 to this notice was issued on August 16, 2017 and provides clarity and consistency on the response deadline which is August 25, 2017 at 5:00 PM EST.
