Synopsis:

The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for the renovation of two existing buildings (Buildings 1107 and 1109) and the construction of an addition between the two existing buildings on Hanscom AFB. The estimated construction cost is between $40,000,000 and $60,000,000.This announcement is to determine interest, availability and capability of small and large business concerns. The NAICS code for this procurement is 236220. The project is planned to be issued in or about December 2019. The project's performance period is expected to take approximately 24 months.


This announcement is to solicit the input of the construction industry on the types of solicitations being considered for the procurement of a construction contract for this work. New England District is considering whether to proceed with a best value procurement using the trade-off process or a sealed bid procurement with award to lowest priced responsive and responsible bidder. If using a sealed bid procurement, New England District is considering including definitive responsibility criteria (DRC). The DRC under consideration include the following:
a. Provide information on two completed projects in the last 10 years involving the total renovation of an existing multi-use building(s) for use as professional office space of greater than 100,000 SF with the renovation costing greater than $35,000,000.
b. Provide information on one completed project in the last 10 years for a building renovation that involved the complete removal of the existing heating and cooling systems and its replacement with a chilled beam heating and cooling system.
c. Provide information on one completed project in the last 10 years involving providing a new electrical distribution line, a new switchgear, and a new unit substation of 13.8kV or greater.


New England District has selected 2 buildings (Buildings 1107 and 1109) on Hanscom Air Force Base as the future home of the New England District Headquarters. The 2 buildings contain approximately 100,000 square feet of available office space. These two buildings were part of a large complex of buildings that were formerly used by Air Force Research Laboratory (AFRL) from the 1970s through 2011. Building 1107 was the headquarters building for AFRL and primarily utilized for office space. Building 1109 was used for both office space and research and development laboratories. Currently, Building 1107 is vacant and Building 1109 is in use as office space by tenant agencies.


The project consists of a complete comprehensive rehabilitation of Buildings 1107 and 1109 to house the New England District Headquarters on Hanscom Air Force Base, MA. Functional areas within the building will include administrative office areas, conference rooms, a mail room, a law library, break rooms, an emergency operations center, a reservoir control center, shower and locker rooms, geotechnical and environmental labs, a training room, a file storage area, and support spaces.


The project consists of the renovation of approximately 100,000 square feet. The renovations will consist of: interior demolition and construction; hazardous materials abatement; roof replacement; window replacement; full mechanical, electrical, and plumbing systems replacement; restroom removal and construction; security system replacement; and full fire protection upgrades. The project includes a 3-story addition with basement between the buildings that will be utilized for the main entry, the Emergency Operations Center, 2 elevators, a communicating stairway, conference rooms, restrooms, and break areas with small kitchenette areas. Civil site work will include new walkways, new parking areas, storm water management systems, landscaping, and site utilities (water, sewer, telecommunications, and electric). All furnishings, fixtures and equipment for the entire facility will be required to include offices, work areas, and conference rooms.

The project is planned to be issued in or about December 2019. The project's performance period is expected to take approximately 24 months.


Please provide responses to the following questions:
1. Would offerors be interested in submitting a proposal to a best value procurement using the trade-off process for this proposed procurement? Provide a short write-up indicating the reasons why you would or would not be willing to submit a proposal for this project to such a best value procurement.
2. Would offerors be more likely or interested to submit a bid to a sealed bid procurement with DRCs than to a best value procurement using the trade-off process? Provide a short write-up indicating the reasons why you would or would not be more likely to submit a bid for this project to a sealed bid procurement than to submit a proposal to a best value procurement.
3. If a sealed bid procurement with DRCs is pursued, would you be able to meet the proposed DRC stated above? Provide a short write-up indicating if you have any concerns with or comments on the proposed DRC.

The Government will not pay for any material provided in response to this market survey nor return the data provided.
