This PWS is to provide services for the USACASCOM, Sustainment Battle Lab Concepts and Capabilities Development Division in support of the Joint Capabilities Integration Development System (JCIDS) requirements for the sustainment warfighting function in accordance CJCS 3010, CJCSI 3170.01G, TRADOC Regulation 71-20 and AR 5-22. The contractor shall develop concepts (to include white papers, studies, operational and organizational concept, and analysis), and experiments (to include seminars, wargames, simulation and modeling) in support of TRADOC and USACASCOM Campaign of Learning (CoL) plans, Army Warfighting Challenges (AWFC) development, Future Force 2025 development, Capabilities Based Assessment (CBA), Capabilities Needs Analysis (CNA) and Strategic Portfolio Analysis Review (SPAR) products mandated by HQ TRADOC through Army Capabilities Integration Center (ARCIC). Contractors will archive, populate and maintain the associated products on the directorate's virtual server, the Mil Wiki and share-point. Contractors will support the development of the Army Concept Framework including Operational and Organizational (O&O) concepts and associated Capabilities Assessments and products up to and including the Doctrine, Organizational, Training, Material, Leader Development and Education, Personnel, Facilities and Policies (DOTMLPF-P) Integrated Change Recommendation (DICR). Contractors will support TRADOC mandated requirements to conduct multiple SPARs with associated supporting documentation to inform the HQDA leadership and the Chief of Staff of the Army (CSA). Contractor support will also provide subject matter expertise to assist in identifying and defining strategic/joint, operational and tactical level sustainment requirements of research and analysis, concept writing, and capabilities development support. The timeline to develop concepts and CBA products as directed by HQ TRADOC through ARCIC includes development of concepts of support for the entire scope of the CASCOM/SCoE Proponency. This action supports TRADOC and CASCOM CG's priorities associated with designing the future force (Army Force 2025 and Beyond), to support Department of the Army (DA) directed analysis of interoperability of joint 2 inter-organizational, multinational (JIM) forces. This requirement also includes the conduct of AR 5-5 Studies and participation/conduct of TRADOC Campaign of Learning and other experiments, simulations, wargames, exercises and supporting events.
