This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). The Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any; will be set-aside for small business competition.

PROJECT INFORMATION:
Contractor support is needed to provide expertise as a course director, with program coordination, and research support for Naval Postgraduate School (NPS) in its activities related to its collaborative agreement with U.S.
Element NATO School (USENS). Contractor will work to build capacity and operational capability for NPS in areas of interest between NPS and USENS; currently in the areas of Cyber and Network Security, International Maritime Security, Energy Security, Defense Analysis, Hybrid Distributed Learning Education, or on new courses as developed by the Program Director and as added to the program in future years.

The Course Director will provide program coordination and research support on tasks and subjects pertaining to the NPS/USENS partnership as needed, including collaboration and coordination with the faculty and staff at the USENS relating to the NPS courses, collaboration and coordination with the NPS faculty and staff delivering the courses at USENS, development of course documentation, scheduling and coordinating logistics for courses, achieving NATO/ACT Course Accreditation for the courses, developing support for coursework within NATO HQ, military commands, and other sources of advocacy, and resolving student issues for upcoming courses.
Contractor will work to build operational capacity for NPS faculty, USENS, other sponsors, and partners in support of NPSbs program work.

The program will have 10 courses per year (20 in-residence weeks at NATO School Oberammergau (NSO)). The NPS Course Director will be expected to sit in the classroom for each of the in-residence class weeks.

The contract term will be a 6-months base period with a potential of eight 6-months option periods. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services.
