US Army Military Accessions Vital to National Interest (MANVI) Support
The expected acquisition is to be a sole source contract awarded pursuant to the authority of 41 United States Code (U.S.C.) 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
General Services Administration (GSA), Federal Systems and Integration Management Center (FEDSIM) intends to award a sole source Cost Plus Fixed Fee (CPFF) contract to Absolute Business Solutions, Inc. (ABS)), for a 12 month period of performance under FAR Part 15 Contracting by Negotiation
This contract is required to provide critical services in support of MAVNI analytical Counter Intelligence (CI) and security assessment requirements; limited to: the U.S. Army MAVNI Program. The awarding of a sole source contract is necessary to ensure there is no break in service for the current requirements as US Army Intelligence and Security Command (INSCOM) re-defines the program and prepares for a competitive acquisition. Awarding this bridge contract will provide GSA FEDSIM time to execute the source selection activities for the re-compete with ample transition time after award.
