ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement to procure an upgrade to the NorthStar Imaging X5000 System.


The proposed contract action is for the supplied or services for which the Government intends to solicit and negotiate with one source, NorthStar Imaging under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or service will satisfy agency requirements." NorthStar is the original equipment manufacturer of the NorthStar Imaging X5000 System. NorthStar is the only source that currently possesses sufficient requisite knowledge and proprietary data to upgrade the current system. No other source has the technical qualification and necessary resources to either perform the work described herein, or will any other supplies or services satisfy the Government's requirement.


It is anticipated this action will result in a firm fixed price (FFP) supply contract. This is a commercial item and FAR Part 12 and specifically, FAR 13.5 procedures will be utilized for this procurement. The applicable NAICS Classification is 334513 and the small business size standard is 750 employees. Delivery is anticipated to be FOB Destination, with completion of this requirement 29 DEC 2017.


This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contact. No telephone responses will be accepted. FAR Part 15 procedures will be used.
