This pre-solicitation notice is to inform that the VA Medical Center, Syracuse, New York will be posting a solicitation on or about the April 7, 2017 for Upgrade AHU-03 and AHU-08, Project No. 528A7-17-707.

The Syracuse VAMC has a need to upgrade AHU-03 and AHU-08. Features include humidification/dehumidification, heating/cooling, total energy recovery, ductwork, piping, insulation, controls and all associated auxiliary components.
Contractor should refer to contract documents including drawings and specifications for a complete and detailed description & requirements of work to be performed. In addition, the contractor is responsible for providing all necessary supervision, labor, materials, and equipment necessary to complete the work.

Scope of Services:
The Contractor shall perform mechanical, electrical, controls, fire protection, plumbing, and structural work (demolition & installation) required to replace the existing indoor units AHU-03/EF-3, AHU-08/EF-08 and EF-4, ductwork, piping, insulation, and controls. The new units shall interface with the existing Johnson Controls Metasys Building Management System to allow for collection of data and response to alarm conditions. Update BMS display graphics to show new equipment and data points.

Tasks include: Removal of roofing material including rubber and patching of roof as required, demolition & disposal of existing units AHU-03/EF-3, AHU-08/EF-08, AHU-09/EF-09, AHU-44/EF-44, EF-4, outdoor intake louvers, pumps, heat exchangers, VFDs, auxiliary components, ductwork, piping, insulation, sprinkler heads/piping, and steel dunnage. Also, the work includes installation of new complete systems AHU-03/EF-3, AHU-08/EF-08 and EF-4 including new piping, ductwork, insulation, controls and air and hydronic systems testing & balancing.
Areas that were served by removed AHU-09/EF-09 will be served by the new AHU-08/EF-08.

In addition, contractor is required to provide temporary equipment to maintain space temperature/humidity and ventilation requirements. The areas served by AHU-03/EF-03 and EF-4 systems will remain operational during construction.
Furthermore, the existing AHU-08/EF-08 will serve as a temporary system while new AHU-08/EF-08 is been installed.

This procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses . The NAICS code is 238220. The small business standard is $15 M. The cost range is $1,000,000 to $2,000,000. Information regarding the one and only site visit scheduled will be stated in the Solicitation. A 20% Bid Bond must be submitted with the bid. Performance and Payment bonds will be required.
