The work encompassed within this tender - Phase 1 NEED development - will deliver to the Department of Energy and Climate Change (DECC) a national data framework containing matched data-sets of meter-point energy consumption, VOA buildings data, specified energy efficiency measures and energy consumption data (subject to existing data provision agreements).
The data framework for NEED Phase 1 will be an industry-standard-database export or equivalent data files upon which analyses can be undertaken by DECC. The data as delivered needs to contain such supporting information that queries can be easily constructed. NEED Phase 1 will be used by DECC for economic and statistical analysis relating to the drivers of energy consumption. An anonymised, disaggregated version of the data will be used within DECC for research and generating summary statistics, whilst ensuring that data confidentiality is respected.
