The Department for International Development (DFID) wishes to engage a Service Provider (SP) who will support the Government of South Sudan (GoSS) to expand health, education and water & sanitation services. This will be achieved through the provision of technical and financial management services to a joint donor fund established to oversee NGO projects for basic services. The SP will be responsible for the financial management and administration of projects. The total donor envelope for the BSFIA is currently around GBP 30 000 000, with the potential to rise to around GBP 40 000 000 over the contract period which the SP will be expected to pre-fund in advance. Advances will not be provided by DFID. The SP will be expected to provide the advance funding to be managed (either sourced from their own capital or from acquired funds) and obtain reimbursement from DFID monthly in arrears along with management fees. We will therefore be seeking tenders, following the Expression Of Interest (EOI) stage, from shortlisted suppliers only for a managed fund of GBP 25 000 000-30 000 000, not including management costs. Applicants must indicate whether you will be able to increase the funds under management to a maximum of GBP 40 000 000.
The SP will focus on designing and managing a 'call for proposals', administering an 18 month grant system and supporting the Steering Committee (SC) to make informed decisions on grant awards to NGOs with a proven track record in basic service delivery.
The SP will provide technical advice to a SC and ensure SC members develop the skills and expertise to pick up planning, procurement and monitoring capacity for service delivery in the period following the interim activities.
