SOURCES SOUGHT SYNOPSIS:

UH-1N Special Mission Aviator (SMA) Crashworthy Seat

 

PURPOSE/DESCRIPTION

 The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the delivery of and the installation of the SMA Crashworthy Seat.  Our acquisition strategy is a four-year contract (basic plus three option years) and will continue through FY22.  The projected quantities will be a total of 46 SMA Crashworthy Seats.  That is 42 SMA Crashworthy Seats for the fleet and 4 for spares.

 The Flight Engineer (FE) crew position is filled by the SMA career field.  The FE is responsible for a host of duties, to include computing Weight and Balance (W&B), Take Off and Landing Data (TOLD) and performance data.  The FE briefs passengers, ensures preflight inspection and maintenance functions have been completed prior to flight, and maintains the AFTO Form781 binder.  The FE reads and accomplishes checklist items and monitors the engine instruments, the circuit breakers, the warning/caution/advisory lights and the fire detector indicators.  The FE scans for evidence of fuel/oil/hydraulic leaks and assists in fuel management.  The FE reports abnormal conditions to the pilot, recommends corrective action, ascertains if system limitations were exceeded, and assists with emergency procedures.  The FE visually scans aircraft clearances, identifies proximal threats to the aircraft and initiates corrective actions (aircraft scanning).  The FE prepares communication equipment and operates command radios.  The FE operates air-borne armament and sensor systems using approved tactics, techniques, and procedures and performs in-flight maintenance of air-borne weapons systems and associated equipment. 

 The UH-1N cabins are volume limited with an approximate cabin height of 49.5" and no tracking system is used on the floor of the UH-1N to mount the current seats.  The current aircrew use troop seats using attachment points on the floor of the aircraft.  The proposed SMA Crashworthy Seat shall not impede with rescue hoist operations and shall not impede on the space needed for insertion/extraction of a survivor nor the space necessary for the Flight Doctor to provide care to the occupant of the stokes litter.  The proposed SMA Crashworthy Seat shall not impede with infiltration and exfiltration missions.  The proposed SMA Crashworthy Seat shall not impede with the duties of an emergency landing. 

 The proposed SMA Crashworthy Seat must sit forward of the transmission box where it does not impede the hydraulic pump cover for the number 2 system.  The proposed SMA Crashworthy Seat shall fold up when not in use.  The proposed SMA Crashworthy Seat shall be designed and tested to MIL-S-85510 using the latest military standards for occupant size and weight.  The SMA Crashworthy Seat shall accommodate a weight range of 120 to 240lbs with equipment, accommodate a standing height range of 64 to 77 inches and a sitting height range of 33 to 40 inches (per the USAF Medical Standards Directory Table T: USAF Medical Standards for Weight and Anthropometrics).  The proposed SMA Crashworhty Seat shall be forward facing.  The proposed SMA Crashworthy Seat shall be easily installed and removed without tools.
