The University of California is a large, complex organization that relies on its core business management systems including personnel/payroll to provide quality and timely services to its faculty and staff, as well as to retain the trust of the public for cost effectiveness of investments and propriety of expenditures. The process to manage personnel/payroll across the UC system is not tightly integrated. Each of the UC locations maintains its own processes and runs a different customized version of the original Personnel Payroll System (PPS) to support these processes. As a result, there are eleven versions of PPS that are supported systemwide.
The critical stakeholders and owners of the system include the Controllers, Chief Human Resource Officers and Academic Personnel Directors for the UC campuses as well as the Human Resource and Financial Management leaders in the Office of the President. These owners have identified a goal that all UC employees will eventually be paid from a single UC-wide payroll system that satisfies the critical payroll, human resources, and academic personnel needs of each location.
A critical first step for UC to be able to have a single payroll system is for all campuses to adopt common business processes and policies for payroll and related human resources and academic personnel processes. To be able to attain this step it is necessary for the University to first develop a baseline for each UC location of the current business processes, policies, systems, support, and staffing models.
The University is seeking vendors to perform a multi-phase study to determine the feasibility of developing and implementing a common business infrastructure in preparation for and to inform the replacement of PPS.
