The Chemical Biological Applications and Risk Reduction (CBARR) business unit of the U.S. Army Combat Capabilities Development Command Chemical Biological Center (which shall be subsequently referred to as "The Center") provides support to chemical and biological (CB) operations globally in the form of remediation, investigation, destruction, elimination, and full life cycle support. The objective of this contract is to obtain operations support, research and technology support, and program and integration support for the CBARR business unit.

This is a Request for Proposal (RFP). The Government intends to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) for the requirements listed within this solicitation.

All questions regarding this solicitation shall be submitted in writing to the email address listed below by 12:00 p.m. (Noon), daylight standard time (DST) on 29 March 2019. Questions should be submitted using the attached Excel spreadsheet labeled "Solicitation Questions Template." The answers to all questions will be posted at one time, after the Government team has had a chance to adequately address them. NOTE: A "Questions and Answers" Excel Spreadsheet from the posted Special Notice, W911SR-19-R-CBARR, is also attached for reference.

All proposals from responsible sources will be fully considered. Offerors that are not registered in the System for Award Management (SAM) database at the time of proposal submission will not be considered. Offerors may register with SAM online at the following website: www.sam.gov.

All proposals must be signed, dated, and submitted no later than 12:00 p.m. (noon) DST on 26 April 2019, per instructions listed in this solicitation.

The Government intends to evaluate proposals and award a contract without discussions with offerors, pursuant to FAR Clause 52.215-1, Instructions to Offerors - Competitive Acquisition. The Procuring Contracting Officer may ultimately decide to hold discussions with offerors in the competitive range if it is deemed to be in the best interest of the Government.

It is anticipated that the contract resulting from this solicitation will have a sixty (60) month ordering period. The period of performance will be specified in each Task Order. No task orders will be issued under this contract, nor any new work added to any previously issued task order, after the end of the ordering period. No task orders will extend past six months after the end of the ordering period.

Performance may begin at any time during the ordering period. Any extension to performance periods in individual Task Orders will be made by the Contracting Officer in writing in accordance with appropriate authority (e.g., changes clause etc.). The Contractor shall not perform beyond the current period of performance for which the Contractor has authority, nor will the Government be liable for costs incurred by the Contractor for performing in a period without authorization. All task orders shall be completed within 6 months of expiration of the end of the ordering period.

Upon execution of the contract, the first task order will be issued as firm fixed price for the start of work meeting in the amount of $2,500.00, which represents the guaranteed minimum under this contract vehicle. The anticipated ceiling of this contract vehicle is $24,999,999.99.

This requirement is a total Small Business Set-Aside. Offers will be solicited only from small business concerns and any award resulting from this solicitation will be made to small business (See Section I, FAR 52.219-6 of the solicitation).
