United States Coast Guard seeks to lease the following space:

The United States Coast Guard (USCG) currently occupies office space under a lease in Unalaska, Alaska, which will be expiring.


The United States Government is considering alternative space if this is economically advantageous to the Government. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's list of requirements (to be determined upon a physical survey of the potential site), as well as costs likely to be incurred through relocating, such as the physical costs to move, security, replication of tenant improvements and telecommunications infrastructure and non-productive agency downtime. Subleases will not be considered.


The Government is seeking 1,900 to 2,183 ABOA square feet (SF) of office space within the general commercial zone of Unalaska, Alaska. The space will be used by the USCG to provide administrative working space for up to eight personnel assigned to Marine Safety Detachment Unalaska, which works with mariners and industry partners to ensure compliance with federal laws and regulations applicable to vessels and marine facilities. In addition, the space will be used for meetings with these mariners and industry partners. A full service lease is required. Offered space shall not be in the 100 year flood plain and must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. The Government will use the information it receives in response to this advertisement to determine the amount of suitable space that is available to meet our needs, prior to issuance of any solicitation.


Requirements:
• 1,900 - 2,183 contiguous ABOA SF of office space. Please see the attachment to this notice for a table describing how the minimum required ABOA SF is attained.  The table is provided to assist in layout of spaces.
• Location must be within the Unalaska, Alaska, general commercial zone as shown on City of Unalaska Official Zoning, Streets, and Highway Map dated June 5, 2014.
• Building must be accessible and include the use of services and utilities on a 24/7/365 basis.
• Lease Term shall be one year firm, with up to four 1-year option years, based upon continuing program appropriations.
• Occupancy at substantial completion (based upon build-out required), estimated on October 1, 2018.
• Phone Lines/Computer Accessibility: A minimum of ten (10) phone lines for voice, fax, and computer connectivity; must be able to support Government T-1 computer connectivity, CAT 5 wiring or better.
• Parking: Three (3) outdoor reserved standard stalls for parking Government-owned vehicles on-site; one (1) outdoor reserved disabled person parking stall; and a minimum of ten (10) standard stalls for employee and visitor parking within two blocks of building.
• The facilities must meet the legal requirements for handicapped accessibility and the Americans with Disabilities Act (ADA). The USCG requires customer interaction with the public, which includes persons requiring ADA access. If no elevators are available within proposed property, the proposed lease shall include at minimum space available on the first floor with ADA accessibility for conference and reception desk.


Please submit the following:
• Building name and address of the available space within the building; please include ‘street-level' map.
• ABOA square feet (SF) to be offered and expected rental rate per SF, over the term and options. Indicate whether or not the quoted rental rate includes an amount for tenant improvements and state the amount, if any.
• Building ownership contact information.
• Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any).
• Energy efficiency and renewable energy features existing/expected within the building.
• Current LEED certification earned or expected and any additional costs to U.S. Coast Guard associated with Gold Certification.
• List of building services/amenities/conveniences provided by Lessor.
