III. SITE VISIT FAR 52.237-1 (APR 1984)

Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.


a. A site visit will be conducted on 04 January 2017 at 1:00 p.m. Local Time (Pacific Standard Time PST), for the procurement at the USCG Base Seattle.


b. In accordance with the above clause FAR 52.237-1, Site Visit, arrangement to attend should be made with SK1 Justin German at the USCG Base Seattle. It is important that all participants sign up in advance, so that a suitable room for the conference can be reserved. In the event that SK1 Justin German is not available by phone (206) 217-6427, contact him by e-mail: Justin.E.German@uscg.mil contact alternate POC LCDR Christopher Weber at (206)217-6421 or Christopher.L.Weber@uscg.mil. Email BOTH if you want to attend site tour.


c. If the Contracting Officer is not present during the site tour all questions shall be submitted in writing and forwarded to SILC West, Alameda via email or fax at (510) 437-3014 or send email to the Contract Specialist , Ms. Marcella V. Brown at Marcella.V.Brown@uscg.mil and an amendment will be issued. Questions will be due on 11 January 2017 at 2:00 p.m. (Pacific Standard Time). Terms and conditions of the solicitation and the specifications will remain unchanged unless they are amended in writing.


UNDER NO CIRCUMSTANCES will any oral statements or agreements be binding upon the Government unless such statements or agreements are issued in a formal amendment to the solicitation. An amendment summarizing contractor questions is planned for issue after the conference. Any amendment issued will appear on the FEDBIZOPS web site, available to all prospective offerors. Also see page 1 of the solicitation (SF 1449 blocks 7a, 7b and 9) for mailing address, fax, and E-mail addresses.
