This request for information (RFI) is being used to conduct market research. This is a RFI only regarding Sr. Strategic & Operational Logistic Planners for ASC Services for a one month period of performance.


The Army Contracting Command - Rock Island (ACC-RI) is issuing this RFI to determine if an adequate number of qualified contractors are capable of providing Operational Sustainment Staff Support for ASC services required Continental United States (CONUS) and deployed Area of Responsibility (AOR) locations in Hawaii and Korea. The contractor is required to perform the following positions and tasks:


ASC Senior Strategic and Operational Logistics Planner: A minimum of 10 years of experience in managing the planning, programming, supervision, and execution of logistics programs, and a minimum of three years of experience in Theater Logistics and logistics mission analysis processes in support of Joint Theater Logistics level deployment, distribution, sustainment, reconstitution, and Joint Reception Staging Onward Movement (JRSO) operations. A current Top Secret (TS)/Sensitive Compartmentalized Information (SCI) security clearance is required.
• Shall have a minimum of three years' experience working in support of a Joint, U.S. Army, or component level headquarters.
• Shall be at a minimum graduates of Military Intermediate Level Education (MEL4) program, and have logistics experience in deployment/combat in a support operations position.
• Graduates of either the School of Advanced Military Studies (SAMS) or Joint Operational Planners Course. In lieu of, a minimum of 15-20 years of relevant experience i.e. "developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander's theater strategy, campaign plans, OPLANs and OPORDs". If the candidates have experience relating to COCOM OPLAN and CONPLAN Development.
• Detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the three and four star level. Additionally, contractor should be able to relate those concepts into detailed executable plans and create Time Phased Force Deployment Data to support mobilization of assets.
• Shall possess an understanding of Army Campaign Planning and integrate strategic direction into a command message that encompasses the future design of operations into communications that enfranchises all partners in the sustainment enterprise.
• Broad knowledge of the Army sustainment enterprise at the Department of the Army and how it relates to other procuring headquarters, USTRANSCOM, and other ASCC headquarters is required to ensure strategic lines of communication are nested with current capabilities to enlist support across a wide array of sustainment organizations.
• Possess a functional understanding of the Joint Operation Planning Process (JOPP) and assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters. Shall have a minimum of two years of experience with the Military Decision Making Process (MDMP). Broad thought and experience is required to understand the effects of long-range, near-term, and current operations into the build of theater posture; related to contingency plans the contractor shall provide detailed analysis to integrate those current assets that reside within theater and recommend additional forces as required.
• Proficient with the operational and strategic adaptive planning processes at the Department of the Army Major Command (MACOM) or DoD Combatant Command (COCOM) level.
• Demonstrated capability to plan, organize, and direct the operations of teams and to work with senior level personnel.
• Shall be fully knowledgeable of COCOM AORs logistics structure and capabilities, and shall possess a working knowledge of Army, Air Force, Navy, and Marine logistics structure and capabilities in order to work as a joint element when it comes to logistical planning.
• Ability to develop, present, and execute logistics plans and forecast long-term resource requirements in support of the COCOM Campaign Plans and long term operational strategy.
• Shall monitor theater logistics policies.
• Shall maintain Combat Service Support (CSS) situational awareness through all means of information systems, battle command systems, and CSS Mission Command information systems.
• Shall monitor theater logistical priorities through attendance at various COCOM daily operation updates and staff meetings.
• Shall maintain continuous liaison with other staff directorates, contractors, and commands within the AOR.
• Shall coordinate and interpret ASCC and joint logistics system requirements with logistics managers in the ASCC AOR, AMC, DLA, Material Management Center (MMC), Theater Sustainment Command (TSC), COCOM, Logistic Support Agency (LOGSA), and deploying units/installations to maximize logistics performance and leverage the joint systems' unique capabilities.
• Shall review plans to ensure they are comprehensive and are in compliance with directives and guidance from HQDA, COCOM, and the ASCC in achieving operational objectives, and provide recommendations for updates.
• Shall participate in ASCC exercises and deployments.
• Shall assist with the development of operational level logistics Concepts of Operations (CONOPS), OPORDs, and associated annexes.
• Shall participate and collaborate in joint operations planning to develop campaign plans, OPLANs, and OPORDs for the Geographic Commander.
• Shall assist with developing and updating Level I (Commander's Estimate) thru Level IV OPLANs.
• Shall assist the Plans Branch in developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander's theater strategy, campaign plans, OPLANs and OPORDs.
• Shall assist with developing ASCC support to OPLANs and CONPLANs.
• Shall review and provide analysis, comments, and summation of the Unified Command Plan, Contingency Planning Guidance, and Defense Planning Guidance and the Joint Service Capabilities Plan (JSCP).
• Shall assist in the development of communications campaign to secure ASCC objectives across a number of parallel commands.


All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. All information received in response to this RFI marked "Proprietary" shall be handled accordingly. Interested parties are responsible for adequately marking "Proprietary" or "Competition Sensitive" information contained in its response. Not responding to this RFI does not preclude participating in any future requirements, if issued. Responses to this RFI will not be returned.


This notice is for information purposes only and no solicitation document will be available and telephone, fax, or email requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.


The U.S. Government requests that interested parties respond to this notice by providing a brief description of the company and its capabilities of meeting the requirement for the ASC Operational Sustainment Staff Support, as described above and capability to be fully operational and vetted by 22 March 2018 at the required duty locations of Hawaii and Korea. If an interested contractor cannot meet this operations requirement, it is requested that a capability statement be provided to include what timeframes can be accommodated and the rationale for needing additional time. The capability statement shall also include the following: contractor name, CAGE code, DUNS number, Tax ID number, size category and socioeconomic status, point of contact, address, telephone and fax numbers, website and e-mail addresses, and a brief description of recent and relevant projects for tasks similar to those of the ASC Operational Sustainment Staff Support requirements.
